Everyone's already pilloried you about the poor geography, so I won't rehash it here (though that took a point off your Graphics, and two from Style).
Having the global population of 585,000 is a little low, even if you take the simple step of multiplying it by a hundred. (you might even get rid of the '.4' glitch - I got it in W.Eur as well, but with infection #s in 57k or so); but no biggie (the other one point off of Style).
Sound was oddly serene, yet totally apt to the subject matter; NICE!
Interactivity was equally nice - plenty of help and fairly clear interface. (and thanks for not spelling everything out with the lethality/transmission options - discovering what does what is half the fun! :D )
Violence got a 'not applicable' zero since we're merely looking at this simulation in a rather dispassionate manner.
Humor was equally 'n/a' for roughly the same reason - neither score is BAD, I should note.
All-in-all, very interesting, and with a couple of minor polishes it'd be a wonderful little 'Public Service' campaign - you talked to the US's C.D.C. or UN's W.H.O. yet?
(Oh, and starting from a little bug in South America, I rose to obliterate *homo*sapiens*sapiens* from the planet in eighty days...on my first try, though I do tend to know a fair bit about micro-biology...)

Interesting concept, but you MIGHT wanna check your timer for the actual scale; I'm old and slow and my hands are cursed with palsy, yet I managed to complete the Maintenance section in (supposedly)254 *milli*seconds - to put it another way, that's 0.254 *seconds* or less than A SINGLE SECOND. :S
The 'reloading' and 'strip down' process might be better served by some attention to accuracy - previous reviews have noted corrections there (some more politely than others).
The firing stage makes me wonder if your game-mechanics are correctly set up: it *appears* as such - the stage is started with the 'get ready' message disappearing, and then after a random period of time, a buzzer sounds telling the player to fire. HOWEVER, the timer begins *when*the*message*disappears*, and doesn't stop until the player fires. This number is noted in the 'score' window.
However, if one is measuring a player's reaction time, the timer should start *when*the*buzzer*sounds* and stop when the player fires. Otherwise, you're tacking that *random* amount of time before the buzzer onto someone's score.
For example, someone with lightning reflexes may be able to pull off an '8' time, but they have to wait 70 before the buzzer sounds, while someone with the reflexes of a decaying sloth (like me ^_^) might take 24 to shoot after the buzzer sounds, but if it's only 30 from start to buzzer, edging out the 78-time quickdraw artist with a 54! :S
Anyway, the music was very appropriate for what was being done, and seemed to give a decent 'vibe' for what's being done.
Violence got a 'not applicable' score (not BAD) of 0 due to the nature of the exercise; same with humor.
All in all, it's interesting and has potential; with some of the more constructive suggestions adopted, I can easily see this getting up into the four-ish range; thanks!
Oh, and suggestions of 'simplify loading/etc into just a click' kinda defeat the purpose of the whole thing - it's testing one's ability to perform a complex series of actions quickly; regardless if they're actually what's involved in loading/stripping of an semi-automatic pistol, reducing the actions to a single click means it's even less meaningful than the FIRING stage, and totally *redundant* since that stage tests raw reaction time (hopefully).

Smooth animation, clear sound, violent as all get out (but anything but gratuitous) and a quirky sense of humour. I particularly like the classic video game sounds. :D

That was....fantastic; normally I'm not much for collabs, but thank you EVERYONE.
The longer loading time was well worth the wait; it just kept going, and going, just when I thought it'd stop and I could get a chance to catch my breath, something ELSE funny was played! :D
There is one tiny nitpick I've got; the "Make My Boobies One More Size" song is not by, nor has he ever covered it; David Brody, DJ for Z100 FM in NYC is the author...
but anyways, back to the "D-cups...full of JUSTICE!" XD

Heh, I'm not much for Mr. Mathers, but his song is wonderfully apt in this instance.
Your 'I'm not going to animate anymore' was understood just *fine* here as part of the joke, but this leads to my only complaint - it's so short! :( Maybe you clipped it short as part of the "I'm can't be bothered" bit, but I would've liked to hear/see some more...
And just as a bit of helpful advice to those people who are having difficulty understanding the humor here: take a peek at the definitions of 'satire' and 'sarcasm' over at merriam-webster or OED...
...and if that still doesn't help, lemme translate it into terms you WILL understand:
"SOME1 H8S MI!!!1!!! O NOES!111!!1!! OMG!!! LOLZZ"

The graphics were a little grainy - but then you probably took a screenshot of yer own PC.
All in all, not bad - sort of a 'Sienfeld'esque observational type of joke:
"What's the deal with all the pop-up ads? And now we've got FLYING popups, and talking popups...and it's never advertising anything you WANT..." etc. ;)
Thanks for immortalizing a computing event that most people have gone through.
(Oh, and to anyone that keeps getting the SAME popups - you likely have a 'spybot' on your computer; it's a small, relatively benign program that simply waits for your browser to be told to create a popup ad window, and then overrides that popup with it's OWN ad, instead of what the original ad would've been. If you don't like the 'dominant' ads, run some anti-malware software to clean those spybots out...)

That 'mystery' sould clip that you set to the detective laughing ("Hahahaha, hohoho-etc") - I happened to be channel surfing yesterday, waiting for a show to come on, and I hit E! with some "I<heart>" show about people who collect stuff - this one bit about the world's largest collection of toy rabbits had *the*same*sound*clip* playing throughout the sequence as background music...no mention of its source in the show's credits, so maybe THEY came up with it? :S
But anyways, beautiful sync, wonderful choice of content to insert, and above all, funny as ****! Weeks later and I still watch these now and again :D

...so it CANNOT compare to its predecessor. Especially when your previous work's biggest appeal was its originality and its...innocent and improvisational nature.
'NewNuma' is rehearsed and staged, so it's going to lose that 'off-the-cuff' feel of the first. *shrug* But in other respects, the added work turns out better. The song is catchy as all hell (thanks Chad! >:P ) and there ARE some cute tricks used that never would've been possible with the first.
No, it's not as good as 'Numa Numa' - NOTHING would be as good - but remember what a relative statement this is - it does NOT mean NewNuma isn't good - it's excellent.
All in all, thanks for another smile-inducing vid, and glad to see you never had your 'sudden celebrity' suck you into a downward spiral of becoming a phony, getting hooked on smack, and/or turning up dead in an alley with knife wounds and the debris of a floating crap game around your corpse. ;)
